[ARCHIVED] Comcast/Xfinity Expansion Project

Comcast/Xfinity is currently expanded service in designated areas of the Township. This project is designed and managed by Comcast/Xfinity. Comcast created a designated phone line for residents to contact in the event of questions or concerns pertaining the project: 1-888-277-1898 and select 6 for Richland Township.

What is a Right of Way (ROW)?

Rights granted to entities to use or access another person's property for a particular public purpose, usually public road construction or utility work/construction. 

Who regulates the ROW?

Most public utility work is regulated by the Pennsylvania Utility Commission (PUC). If a provider is a certified public utility, the Township cannot deny them access to work in the ROW because the Commonwealth has already given them access via a “certificate of public convenience” issued by the PUC.   Comcast, Armstrong, and Consolidated are certified public utilities, therefore the Township cannot deny them access to ROW work. 

For public communication utilities, the Federal Communications Commission (FCC) supersedes the Township in regulations. 

What is the Township's involvement?

Individuals/Companies/Utilities are to submit a Right of Way/Road Occupancy Permit Application which outlines/describes the project and includes a 12 month maintenance bond to ensure proper restoration. It is understood that the FCC does not grant the Township with legal rights to force providers into certain aesthetics (i.e. location of pedestals, equipment used)  of the project.
